Our Board

Our Board members have overall responsibility for setting our strategic corporate objectives and monitoring performance against them. They’re also responsible for overseeing the management of our finances and resources, and how we deliver our services. 
 
We have a Board and committee member ‘Declaration of Interests register’, which is reported annually and is available upon request from the Head of Governance and Assurance by contacting us

Ian Green OBE, Chair of the Board

Ian Green Ian has over 30 years’ experience in high-profile leadership roles in charitable, housing, NHS, and social care organisations. He was involved with the YMCA for over 25 years, supporting young people and communities, and was Chief Executive of YMCA England and a member of the Executive Team of the World YMCA.  

Until April 2023, Ian was Chief Executive of the Terrence Higgins Trust, the UK's leading HIV and sexual health charity and is currently Chair and Non-executive Director of a number of NHS Trusts, including an Integrated Care Board.  

He was awarded an OBE in the 2023 New Year's Honours List for services to charity and public health.  

Ian served as Estuary’s Chair from September 2022 until March 2026. He was appointed Chair of Delta’s Board on 1 April 2026.

Karen Bird 

Karen Bird

Karen is the Chief People Officer at Westfalia International. Prior to this, she was the Interim CEO at McColl’s Retail Group Ltd from March 2022 to August 2023. Her previous director roles at McColl’s and the Post Office included Chief Operating Officer, as well as Colleague and Operations Director. 

From 2004 to 2016, Karen held senior roles at Tesco Plc, including UK People Director, People Director for UK large format stores, and Operations Director for tesco.com.  

Karen’s professional qualifications include a BSc (Hons) in Psychology. She is also a mentor for the Girl Guiding Association. 

Karen was an Independent Member of CHP’s Customer Experience Committee and was appointed as a co-optee to CHP’s Board in 2023. Karen also served on its Treasury and Investment Committee. Karen was appointed to Delta’s Board on 1 April 2026.

Toby D’Olier 

Toby D'Olier

Toby was a Board member for RHP, a 10,000-home provider across West London between 2013 and 2022. He was also an RHP homeowner for 11 years. 

Toby is a self-employed videographer and web consultant, producing corporate videos for a wide variety of clients, including Wimbledon, The Post Office, The Times, and American Express Global Business Travel. 

Toby spent ten years working in radio for Global Radio, Europe’s largest radio group, as well as others, as an executive producer and manager.  

Toby served on CHP’s Board and was a member of its Customer Experience Committee. Toby was appointed to Delta’s Board on 1 April 2026.

Suzanne Horsley

Suzanne HorsleySuzanne is an experienced senior housing specialist with over 10 years of experience at the executive and director levels.  

As a qualified member of the Chartered Institute of Housing and the Royal Institute of Chartered Surveyors, Suzanne brings strong knowledge in strategic housing operations, property services, asset management, and building safety. 

Suzanne is currently the Executive Director of Property at Metropolitan Thames Valley Housing Association and was previously the Executive Director of Customer and Operations at Wandle Housing Association. She also served as Director of Building Safety and Director of Home and Property Services at Southern Housing Group. 

Suzanne was an Independent Committee Member on Estuary’s Customer Experience Committee and joined its Board in 2023. Suzanne was appointed to Delta’s Board as a Co-optee on 1 April 2026.

Sarah Jones 

Sarah Jones

Sarah is a Fellow of the Chartered Institute of Management Accountants and held senior finance roles in PLCs and private equity-backed businesses before joining the housing association sector in 2014.

Sarah is currently Executive Director at Harlow Council, with responsibility for housing and environment. As the former Chief Executive Officer on the Board of Anchor Hanover Group, an operator of social housing and care homes for older people, Sarah has experience working in a complex organisation regulated by the Regulator of Social Housing and the Care Quality Commission. Sarah has also served as Company Secretary in several organisations.

With extensive experience working with Boards and Committees in a financial capacity, Sarah brings a wealth of experience to the Board, including high standards of governance and financial viability, and development of corporate strategy and risk and assurance frameworks.

Rooted in Epping, Essex, with her partner and two sons, Sarah cites drama, music, dogs, and gardening amongst her interests. 

Sarah served on CHP’s Board and was Chair of the Audit and Risk Committee and a member of the Governance, Remuneration, and Nominations Committee. Sarah was appointed to Delta’s Board on 1 April 2026.

Marie Li Mow Ching 

Marie Li Mow Ching

Marie has extensive experience as a non-executive director in the social housing and health care sectors, including Board member, Vice chair, and Chair roles. Before this, Marie had a successful career in central government, working across several departments and overseeing the delivery of large-scale projects and publicly funded programmes. 
 
Marie has a passion for social housing with a focus on customer engagement, good governance, finance, risk management, and regulatory compliance. She is currently Chair and Non-Executive Director of a number of social housing providers.
 
Marie served on Estuary’s Board and was a member of its Audit and Risk Committee. She was appointed as Estuary’s Senior Independent Director in 2024 and chaired its Governance and Remuneration Committee. Marie was appointed to Delta’s Board on 1 April 2026.

Craig O’Donnell 

Craig O'Donnell

Craig is the Founding Partner of Bothy Consulting, a specialised advisory firm that helps businesses with their innovation and transformation strategies, with a particular emphasis on digital technologies and AI.  

Before establishing his own consultancy, Craig served as Group Innovation Director at Grosvenor for six years, during which he developed Grosvenor’s innovation capabilities amidst disruptions in the real estate sector. He managed the integration of advanced technologies and supervised an investment portfolio in early-stage companies. 

Craig also served as Chief Information Officer at Landsec, one of the UK's leading commercial property firms, where he led numerous transformation initiatives, including its largest digital transformation programme. 

Craig serves as a Non-Executive Director for Thrive Homes, chairing their Customer, Colleague, and Governance Committee, as well as Interim Director at Get Living. He previously served on CHP’s Board and was a member of its Customer Experience Committee and Value for Money Working Group. Craig was appointed to Delta’s Board on 1 April 2026.

Julie Parker

Julie Parker

Julie is an experienced non-executive director spanning the housing, health, local government, blue light services, and arts sectors. She has built a successful career in senior strategic leadership roles within large, complex, and diverse organisations. 
 
Julie is passionate about delivering quality services to the public and brings experience and knowledge across various sectors with strong skills in finance management, corporate governance, and service delivery. Julie is also knowledgeable about Delta’s local community and public sector partners and has previously served as a Board member at Mid and South Essex NHS Foundation Trust, amongst other roles.  

Julie served on Estuary’s Board and was a member of its Audit and Risk Committee. Julie was appointed to Delta’s Board on 1 April 2026.

Katie Rogers 

Katie Rogers

Katie is an experienced Chief Financial Officer and Chief Operating Officer with over 20 years' experience in the construction and house building sector. Initially qualifying as an ACA accountant with PricewaterhouseCoopers (PwC) in 2005, Katie then joined Telford Homes Plc, serving as Chief Financial Officer from 2011 and as Chief Financial and Operating Officer from 2020. During her tenure, she was responsible for setting and delivering the financial strategy, but also leading the legal, compliance, governance and HR teams. She was a member of the Audit Committee, Remuneration Committee, and Diversity, Equity and Inclusion (DEI) Committee.

Katie joined Greencore Homes as Chief Financial Officer in 2023, a sustainable housebuilder with ambitions to grow into a nationwide housebuilder over the next 5-10 years.

Katie has significant treasury experience, having sourced and managed all debt and equity raises throughout her career. She also has significant and varied transactional experience, including land and corporate acquisitions, Build to Rent transactions, corporate disposals and delisting from share markets.

Katie served on CHP’s Board, latterly as Senior Independent Director, and was a member of its Treasury and Investment Committee. Katie was appointed to Delta’s Board on 1 April 2026.

Patrick Symington 

Patrick Symington

Until May 2023, Patrick served as Chief Executive Officer of MORhomes PLC and is a finance professional, originally from the private sector with extensive experience in the housing sector as an executive director, non-executive director, and consultant. 

Patrick was previously Executive Director at First Wessex Housing Association (now Vivid), responsible for Finance, IT, Governance and Business Transformation. He has also been Finance Director at various other housing associations and was Chair of the Risk and Audit Committee at Stonewater Housing Association. 

Patrick served on Estuary’s Board, was Chair of Estuary’s Audit and Risk Committee, a member of its Governance and Remuneration Committee, and Director of Estuary Homes Design Ltd. Patrick was appointed to Delta’s Board as a Co-optee on 1 April 2026.

Hetal Trivedi 

Hetal Trivedi
Hetal is a chartered accountant and a fellow of the Institute of Chartered Accountants in England and Wales (FCA). He has extensive financial and commercial experience across various industries and is currently responsible for all aspects of finance, risk, procurement, and legal as the Chief Financial Officer of Frasers Hospitality Group - EMEA. 

Hetal’s previous experience includes serving as Chief Financial Officer for a senior living developer and operator and working at The Crown Estate as Head of Commercial Finance. In this role, Hetal was primarily responsible for optimising profitability and financial strategic planning in its West End, regional shopping centres, and offshore wind portfolios. Prior to that, he held multiple senior roles at J Sainsbury plc for over nine years and has also worked at other retail and telecoms businesses. 

With a career spanning over 25 years, Hetal brings diverse experience, working extensively in sectors undergoing disruption and high growth.  

He served on CHP’s Board and was a member of its Audit and Risk Committee. Hetal was appointed to Delta’s Board on 1 April 2026.

Suzanne Wise 

Suzanne Wise

Suzanne is a trustee, chair, and non-executive Board director. She is a lawyer by professional background and a sustainability expert with a strong focus on driving climate and nature action in business for a better world.  

Suzanne has extensive legal, risk and environmental, social, and governance (ESG) experience working across a diverse range of industries, from consumer and FMCG manufacturing, to rail and infrastructure. She has worked in large, complex, and multinational private, public-regulated industries and not-for-profit entities in a career spanning over 30 years. 

Suzanne is currently a trustee of the Chartered Institute of Procurement and Supply, and Chair of the environmental charity CPRE, London. 

Suzanne’s previous experience includes being Senior Vice President, Corporate Development and Sustainability at Japan Tobacco International, based in Geneva. Before that, she was Group General Counsel and Company Secretary at Network Rail and prior to that Premier Foods Plc.  

Suzanne served on CHP’s Board and was a member of its Governance, Remuneration, and Nominations Committee and Customer Experience Committee. She was appointed to the Delta Board on 1 April 2026.

Paul Edwards, Chief Executive Officer

Paul Edwards

Paul became Chief Executive of Delta on 1 April 2026. He has worked in the housing sector for over 25 years, including 10 years at CHP.  

Paul was CHP’s Deputy Chief Executive and Chief Financial Officer for three years before being appointed as Chief Executive Officer in January 2022.  

Paul spent six years as Director of Resources at Havebury Housing Partnership and nine years prior to that as Director of Treasury Services at Swan Housing Group. During his career, Paul has led finance, treasury, investment, IT, HR, governance, and business support functions, as well as development teams focused on increasing the supply of high-quality affordable housing. 

Paul has also previously served as a Non-Executive Director at Welwyn Hatfield Community Housing Trust and Circle 33 Housing. He is currently a Board member at Local Space, as well as a Trustee for Chelmsford Learning Partnership. Paul is also a member of the National Housing Association’s Financial Policy Advisory Group.

Neil Perrins, Chief Financial Officer

Neil Perrins

Having held senior positions across housing, transport, and infrastructure, Neil brings a wide range of experience to Delta, ensuring customers are put first every day as we invest in improvements.  

He was previously Chief Financial Officer at CHP. Before that, Neil was Finance Director at Barking Riverside, leading a multi-billion regeneration project that unlocked a new town in East London. He was the Executive Director of Resources at Golding Homes prior to this, and he also spent 15 years at Transport for London across a variety of roles. 

He has significant non-executive director experience, currently holding positions as Board member and Chair of the Audit and Risk Committee at both Saxon Weald and LHC Procurement Group. He previously held the same roles at Croydon Churches Housing Association for over six years. 

Neil is a Fellow of the Chartered Institute of Management Accountants and recently completed a Master’s degree in Business Administration (MBA) at the University of Warwick.
