Paul became Chief Executive of Delta on 1 April 2026. He has worked in the housing sector for over 25 years, including 10 years at CHP.
Paul was CHP’s Deputy Chief Executive and Chief Financial Officer for three years before being appointed as Chief Executive Officer in January 2022.
Paul spent six years as Director of Resources at Havebury Housing Partnership and nine years prior to that as Director of Treasury Services at Swan Housing Group. During his career, Paul has led finance, treasury, investment, IT, HR, governance, and business support functions, as well as development teams focused on increasing the supply of high-quality affordable housing.
Paul has also previously served as a Non-Executive Director at Welwyn Hatfield Community Housing Trust and Circle 33 Housing. He is currently a Board member at Local Space, as well as a Trustee for Chelmsford Learning Partnership. Paul is also a member of the National Housing Association’s Financial Policy Advisory Group.

Rachel was appointed as Delta’s Chief Operating Officer on 1 April 2026, having previously served as Deputy Chief Executive at CHP. Rachel joined CHP in January 2020 as People and Communications Director, became People and Culture Director in July 2021, and Deputy Chief Executive in August 2022.
Rachel leads our operational directorates, including Asset Management and Compliance, Repairs and Maintenance, Customer Services, and Specialist Housing. Focused on ensuring that we deliver brilliant basics consistently, Rachel is passionate about using data insight to drive performance, and maintaining a responsive, customer-centred service across all operations.
Rachel is also our Consumer Standards Lead and Customer Health and Safety Lead, as required under the Social Housing (Regulation) Act 2023. She is responsible for ensuring consumer standards are implemented and that customers can live safely in their homes.
Rachel brings over 24 years of leadership experience spanning HR, governance, and business operations. Her earlier career in manufacturing and financial services, combined with her deep understanding of compliance and regulatory frameworks, gives her a distinctive perspective on operational excellence in the housing sector.
Rachel also serves as a non-executive Board member for South Essex Homes, the arm’s length management organisation for Southend City Council.

Having held senior positions across housing, transport, and infrastructure, Neil brings a wide range of experience to Delta, ensuring customers are put first every day as we invest in improvements.
He was previously Chief Financial Officer at CHP. Before that, Neil was Finance Director at Barking Riverside, leading a multi-billion regeneration project that unlocked a new town in East London. He was the Executive Director of Resources at Golding Homes prior to this, and he also spent 15 years at Transport for London across a variety of roles.
He has significant non-executive director experience, currently holding positions as Board member and Chair of the Audit and Risk Committee at both Saxon Weald and LHC Procurement Group. He previously held the same roles at Croydon Churches Housing Association for over six years.
Neil is a Fellow of the Chartered Institute of Management Accountants and recently completed a Master’s degree in Business Administration (MBA) at the University of Warwick.

Before his role at Delta, Michael served as Executive Director of Finance and Corporate Resources / Chief Financial Officer at Estuary, since joining in 2018. He has worked in the social housing sector since 2006, holding senior roles at Swan Housing, CHP, and Colchester Borough Homes.
During his time at Estuary, Michael provided strategic leadership across Finance, Procurement, Communications, Technology and Change, and People and Organisational Development. His role on the Executive Team has been key to driving organisational performance and embedding strong governance and values-led leadership across the business.
As Chief People and Resources Officer, Michael is responsible for leading Delta’s People, Governance, IT, Data, and other corporate service functions. He oversees the development of people and digital strategies, effective governance and colleague experience; ensuring the organisation remains a great place to work and continues to deliver high‑quality services to its customers.
He is an Associate Member of CIMA and holds a degree in Economics and Accounting from Loughborough University. He also serves as Vice Chair of the Trustee Board for the local Multi-Academy Trust; Chelmer Learning Partnership.

Tamsin has extensive experience delivering complex change programmes within the housing sector and wider industries, including law and media.
In her role at Delta, Tamsin is leading the integration of CHP and Estuary whilst establishing a central Transformation function to support both post-merger integration and longer-term strategic transformation. She is responsible for Day 1 readiness, delivery of the integration roadmap, embedding governance and change frameworks, and ensuring transformation is delivered holistically across people, processes, data, and technology.
Tamsin brings a strong track record in transformation, digital strategy and project management, with a focus on building sustainable capability that delivers long-term measurable benefits.

Michael has over 35 years’ experience working in the public and housing sectors across the Midlands and Essex. Prior to Delta, he was Assistant Director of Property Services at Estuary, having joined the organisation in August 2023.
Michael started his career in the sector as a trainee in a Council Works Department before moving to senior roles in Environmental and Property Services. He has gained an in-depth knowledge of developing strategic plans and the challenges faced by delivering high-quality operational repair and maintenance services for housing association homes.
Over the last five years, Michael has held senior management roles at Solihull Community Housing and Chesterfield Council, being involved in leading the direct labour property services to deliver planned maintenance, day-to-day repairs, building safety, new homes, and large-scale development projects.
Michael is passionate about excellent housing services. A key focus area for Michael is how we’ll further improve our repairs and maintenance services for all our customers.

Helen is an experienced strategic housing professional with over 30 years’ experience working with councils, housing associations and arm’s length management organisations and private sector housing.
Before her role at Delta, Helen was the Director of Customer Services at Estuary. She joined Estuary in April 2019 as the Executive Director of Operations.
Helen has held key roles such as Operations Director at Colne Housing, Head of Housing at Brentwood Council, and Contracts Manager at Triathlon Homes. It was in this role that she oversaw the transition of the Olympic Games legacy 2012 athletics village into affordable housing. Helen also served as an associate consultant for Campbell Tickell on housing assignments.
A Member of the Chartered Institute of Housing, Helen is passionate about customer service and resident empowerment.
Helen leads Delta’s strategic vision for our supported living service and partnership contracts, through which we deliver a range of housing management services to third parties. Helen is also our nominated person for the Care Quality Commission and Safeguarding Lead. She is committed to delivering excellent customer service, upholding our values, and developing positive relationships with all our external stakeholders.
Helen’s responsibilities include leadership, management, and performance of all activities within the Specialist Housing directorate.

Fiona leads the development and sale of new affordable and market-sale homes across the region, overseeing everything from sourcing land and S106 to regeneration and delivery. She also manages non-social housing lettings, including intermediate and market rent, along with Delta’s commercial lettings portfolio and regeneration projects such as Andrews Place in Chelmsford.
Dedicated to increasing affordable housing in Essex, Fiona oversees Delta's strategic stock acquisition and disposals programme, building commercial opportunities and partnerships with organisations including Legal & General Affordable Homes, M&G, and Octopus Affordable Housing. Fiona also works closely with Homes England and other grant providers.
Prior to Delta, Fiona was Growth and Partnerships Director at CHP, having joined in February 2023. Fiona is a member of Wandle Housing Association’s Board, serves on its Audit and Risk Committee, and is Chair of its Asset and Investment Committee. She is also an Independent Member of Watmos Community Housing's Resident Committee. Previously, Fiona held senior positions in housing, growth, and homelessness roles across several London Councils and their subsidiaries.

With a doctorate in Public Policy, Jeremy briefly worked as an academic at the University of Birmingham, where he researched youth policy and social exclusion. He has a wide-ranging background in housing and homelessness. This includes managing a supported housing project for young homeless people in Essex and holding several roles in strategy, policy, and corporate governance at manager, head of service, and director levels.
As Director of Governance at Delta, Jeremy is responsible for ensuring we meet our legal and regulatory obligations. He oversees the regular updating of policies and procedures to meet government legislation and improves and maintains frameworks that manage risk across the organisation. Jeremy also serves as the Group Company Secretary and Data Protection Officer. Before Delta, Jeremy served as Director of Governance and Corporate Assurance at Estuary.
Jeremy’s responsibilities also include guiding the Board on strategic governance and assurance matters and managing the operation of the Business Assurance Framework. This includes overseeing our internal audit program. He takes the lead on risk management, working with the Executive Management Team to create a risk culture matching the Board's risk appetite.
Jeremy is passionate about creating real change in local communities and setting the highest standards of governance in housing.

Thomas is a senior housing and asset management leader with more than 15 years’ experience delivering large-scale transformation, customer-focused services, and data-driven asset strategies across the social housing sector.
Thomas oversees services that ensure homes meet the Regulator of Social Housing’s consumer standards and Tenant Satisfaction Measures, driving high performance and transparency across the organisation. A key focus area for Thomas is helping Delta deliver on its plans to improve the energy performance of our customers’ homes and meet our 2050 Net Zero targets.
In his previous role as Homes and Places Director at CHP, Thomas led a wide portfolio spanning building safety, repairs and maintenance, compliance, asset investment, sustainability, housing quality, and customer experience. He has also held senior leadership roles at Peabody and Notting Hill Genesis and is a long-standing member of the Chartered Institute of Housing.

Jo is responsible for HR, Culture, Equity, Diversity, and Inclusion (EDI), Facilities, Business Support, Corporate Health and Safety, and Communications.
Prior to Delta, Jo was Head of HR at CHP. She joined CHP in September 2020 as Human Resources Manager and became Head of HR in August 2021. In 2025, she expanded her role to include Health and Safety. During her time at CHP, Jo helped the organisation become an agile working employer, improved employee engagement, enhanced pay and reward practices, led the insourcing of recruitment, and oversaw the implementation of new HR systems.
Before CHP, Jo spent 15 years in commercial HR roles within estate agency and motor retail across the UK.

Before her role at Delta, Isabel was the Customer Services Director at CHP, joining in September 2024. She is responsible for neighbourhood and tenancy management, incoming customer contact, customer feedback, and community partnerships, ensuring that customers are always at the heart of our services.
Having worked in the housing sector for 20 years, Isabel has extensive experience in managing large operations and overseeing transformation projects and digital change.
Isabel’s focus is on delivering high-quality services and ensuring we can respond to the needs of all our customers. This includes customer enquiries and case handling from start to finish to ensure we get contact and actions right. Making a positive contribution to neighbourhoods is a priority for us, and Isabel will ensure necessary investment goes into the spaces where people spend time outdoors, socialise, and play.
